Are there any free downloadable music creation programs that you can download from the internet for Vista?

I am looking for a great free downloadable music creation program that is much like the music creation program that you find on a mac computer. I like that program and I have a PC that runs on Vista. I would really like to find a program like this.

If you are referring to Garage Band on the Mac Audacity, although a good program, does not use pre-recorded music clips (loops) to create music..
